A-A-50728 Frequency Selective Levelmeter And Spectrum Display FslsdThis Commercial Item Description CID describes a frequency selective levelmeter and frequency selective levelmeter with spectrum display. This CID is meant as a minimum requirement for the equipment, in either configuration, and only those manufacturers that meet or surpass the requirements herein are qualified per this CID. The frequency selective levelmeter and/or spectrum display is referenced as a FSLSD, the equipment, or the test equipment.

6. Display linearity. The equipment shall have a display linearity equal to or better than the following:

7. Cathode Ray Tube (CRT). The equipment shall have either a (6 cm x 10 cm) or a (8 cm x 10 cm) CRT. It shall display level vs frequency.

a. CRT controls. The equipment shall have an intensity, focus, astigmatism, and scale illumination control. The scale illumination shall be provided by means of an adjustable internal light.

b. Bezel. A bezel shall be included for an oscilloscope camera attachment.

c. Range. CRT shall have either 60 dB (10dB/cm) and 6 dB (1 dB/cm) or 80 dB (10 dB/cm and 8 dB (1dB/cm)) depending on the size of the CRT.

8. High Level Alarm Output. The equipment shall provide a high level alarm output. It shall be by means of a set of dry contacts on the rear panel rated at 1 amp at 125 vac.

9. High Level Alarm Trigger Level. The high level alarm shall trigger at the presence of any of the following:

3.14 Calibration interval. After calibration, the equipment shall meet each performance requirement within the tolerances specified for a period of at least 9 months, based on an operating time of 1500 hours.

4. REGULATORY REQUIREMENTS

4.1 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).

4.2 Green Procurement Program. Green Procurement Program (GPP) is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404(b) applies and states the GPP requires 100% of EPA designated product purchase that are included in the Comprehensive Procurement Guidelines list that contains recovered materials, unless the item cannot be acquired: a) competitively within a reasonable timeframe; b) meet appropriate performance standards, or c) subcontractors comply with this requirement.
